An act that gives honorarium for the SK Kagawad Officials.

EXPLANATORY NOTE
The bill seeks to give attention for the SK Kagawad officials who don’t receive any honorarium from the government. They don’t get any benefits from the government, youth elected them but it seems that they are not functioning well due to the fact that the government does not allot any budget for them. It is obviously unfair that only the SK Chairman receives the honorarium, well in fact they are both a government official and they were elected by the youths.
That is also the reason why there are some barangays which they can’t complete the slot for the SK Kagawad during the election, because SK Kagawad exist their efforts but they don’t have any benefits when they were already elected.
The passage of this bill is necessarily required.

Sec.1. Short Title- This act shall be known as “SK Kagawad Officials honorarium act of 2008.”
Sec.2. Declaration of Policy- a.) It is the policy of the state to recognize the vital role of the youth in nation building, in accordance to Sec. 13, Art. II of the 1987 Philippine Constitution.
b.) It is the policy of the state to promote the participation of the SK Kagawad officials in ensuring the welfare of the youths.
c.) It is the policy of the state to give a just attention for the SK Kagawad officials to recognize them as the official of the Barangay.
d.) It is hereby declared that SK Kagawad Officials shall enjoy benefits that SK Chairman receives to attain their fullest development as leaders and make them ore effective partners in the attainment of national goals.
e.) It is the policy of the state to conduct seminars, leadership training for the SK Kagawad also that will enhance them to be effective leaders.
Sec.3. Definition of Terms- a.) Sangguniang Kabataan- youth organization that represents the youth sector in decision-making, consists of one (1) SK Chairman and seven (7) SK Kagawad.
b.) SK Chairman- elected by the youths ages 13-17 to be the representative of the youth sector in the city Brgy. Council and to lead the Sangguniang Kabataan.
c.) SK Kagawad- elected by the youths ages 13-17 to represent their respective area to participate in decision making in Sangguniang Kabataan.
d.) Honorarium- refers to the monthly or quarterly salary of the government official.
Sec.4. Coverage- tjis act shall cover all cities, municipalities and Barangays in both urban and rural areas.
Sec.5. Mandate- Every municipality, city and Barangay covered under this act shall allot budget for the SK Kagawad Officials depending on the budget allocated to their respective areas.
Sec.6. Budget- The budget that will be given for these officials will come from the allocated budget of the government for the Sangguniang Kabataan and the income generating project of the Barangay, if they have.
Sec.7. Transitory Provisions- Municipalities, cities and barangays with existing budget for the SK Kagawad or similar entities are hereby given ninety (90) days from the effectivity of this act within which to amend their respective ordinances to conform with the provisions of this act.
Sec.8. Implementing Rules and Regulations- Within sixty (60) days after the approval of this act, the Local Government Unit, in consultation with concerned government agencies shall formulate the appropriate rules and regulations necessary to effectively implement any or all of the provisions of this act.
Sec.9. Repealing Clause- All laws, decrees, executive orders, proclamation, rules and regulations and other issuances or part or parts thereof which are inconsistent with the provisions of this act are hereby repealed or modified accordingly.
Sec.10. Separability Clause- If, for any reason, any provision of this act is declared invalid or unconstitutional, the remaining provisions not affected thereby shall continue to be in force and effect.
Sec.11. Effectivity Clause- This act shall take effect after its publication in at least two (2) papers of general circulation.

are all the SK kagawads in each barangay covered by this act? how come they should be given honorarium? why is it necessary to give them honorarium well i fact some of those elected SK kagawads dont know their functions?
whY?! why would we give an honorarium to SK officials? Not all of them are doing their job, that’s why there a bill in abolishing them. Don’t you think we’ll just wasting our effort, time and money to them? (wahehehe, cnxa na huh, natutuyo na utak ko e, pero *clap *clap ako sau..=))

I don’t think giving honorarium to SK kagawad officials is tantamount to better service. Take a look at the SK Chairman!

dami naman pera! eh un sa case nga ng sis ko my “honorarium” un SK nun term nya pero pinambili ng designer shirts, bags, gadgets and many others ng SK chairman nila… how sure naman na di mamimisuse un “honorarium”?

for me, being SK kagawad is a non-sense thing.. because there is no benefits. why i should make my self busy on that thing. because I’m a public servant. its very ok if our sk chairman don’t have benefits but she/he have benefits.
We are both elected by the katipunan ng kabataan why we don’t have any benefit.

Joan, if you will be an SK kagawad you will work even you don’t have any benefit received in 3 years or more?
Of course, SK kagawad will more effective towards their duties and responsibilities because they received benefits.

Well, every sk kagawads know there function. They are the little councilors of the barangay.
many generation of the SK’s don’t have any sk kagawads because the sk kagawads don’t have benefits.
like what i say, “Why SK Kagawad will function if there is no benefit.”
It’s better the government don’t have an election of SK Kagawad because NON-SENSE if there is an SK Kagawad.

i’m already 16 years old. SK Kagawads are studying. some of them don’t have money to enroll there selves, some of them are in state of poverty. I know what SK Kagawad’s what because im also SK Kagawad.

Para ka naman tanga nun kung ganun… at bakit kami pipirma kung wala kami mapapala. para saan pa ang proyekto kung wala kami mapapala, sana sk chairman nalang pina elect nila wala ng sk kagawad.

pra dun s mga nagsa2bi na hindi importanteng pagtuunan ng pansin ang SK dhil wla i2ng kwenta e2 lng sgot ko dun.. lhat ng bgay ay dumadaan sa step by step procss, bkit mo uunahing solusyunan ang mga complicated na problema kung dun pa lang sa pinakasimple hindi mo alam kung effective k nga b?bkit hindi mo muna subukan ang pinakasimple bgo k mgfocus sa sinasabi ninyo na mas importante?

i think the sk should know their priorities even without honorarium. they prefer to be in that position ang they are obliged to do so…… so why give them honorarium? tska ano ang assurance that it makes a difference pag may honorarium n?

Will the honorarium actually evaluate them or actually the basis for them to be effective. As a public servant, you actually engaged yourself to the public and serving them regardless of having any honorarium.
Well, better idea, so that the SK Officials would be more inspired and will work very well….

If we wish to argue for/against a bill, let us be logical and practical about our arguments.
You do not say that this particular bill has to be passed just because you are a SK Kagawad. You have to make us believe that SK kagawads are worthy of being compensated. Even just that. “Appeal to pity” is a fallacy and such is definitely a NO-NO.
